The Los Angeles City Council approved the removal of the 4-unit residential property at 1423 South Norton Avenue from the Rent Escrow Account Program (REAP). The property, identified under Case No. 655708, was placed into REAP on February 7, 2018, due to illegal construction violations. The property owner has since corrected all cited deficiencies. Both the Los Angeles Housing and Community Investment Department (HCIDLA) Code Enforcement Unit and the Inner City Law Center confirmed the completion of the necessary work. The City Council's action terminates the rent reductions for the property, closes the associated escrow account, and authorizes the release of funds. Rent will be restored to its original level 30 days after tenants are notified. The LAHD will also conduct an expedited systematic inspection, with the owner prepaying for two annual inspections beyond the initial re-inspections.
