Additionally, the Council instructed the DCP to explore any recommended Zoning Code amendments that would support these potential building code updates. The action follows a motion from April 2, 2025, to report on jurisdictions allowing single-stair buildings over three stories. The current California Building Code requires two means of egress for multifamily residential buildings above three stories, a requirement often cited as a barrier to efficient construction of smaller, mid-rise apartment buildings.
