The Housing and Homelessness Committee considered reports regarding the fifth funding allocation report for the Alliance Settlement Agreement Program. The recommendation is to approve the funding allocation, lease, and continued use for a period of up to five years for an interim housing/low barrier navigation center facility located at 7253 Melrose Avenue. The project is statutorily exempt from CEQA under Public Resources Code Section 21080.27.5 (low barrier navigation centers) and Government Code Section 8698.4(a)(4) (homeless shelter projects under a shelter crisis declaration). The funding includes $550,800 from HHAP-2 and $275,400 from HHAP-4 for leasing costs through June 30, 2026, and $1,457,820 from HHAP-4 for operations from October 1, 2025, to June 30, 2026. The General Services Department is authorized to enter into a lease agreement with 7253 Melrose Partners, LLC and a sublease agreement with Safe Place for Youth (SPY) for operations.
