The City Council approved the acceptance of a $10.13 million grant from the California Department of Transportation (Caltrans) to continue the 'New Roads to Second Chances' Program. This program provides transitional employment services and litter abatement for parolees and probationers within the Caltrans Right of Way in the LA/Ventura Counties' 60-mile radius. The three-year agreement, effective July 1, 2025, through June 30, 2028, will fund six work crews, each comprising six to eight formerly incarcerated individuals. These crews will perform tasks such as litter and debris removal, weed control, graffiti abatement, and general maintenance. Chrysalis Enterprises, a long-time City partner, will provide transitional employment services, job readiness assessments, and job retention support, aiming to serve 400 individuals. Of the total grant, $9.82 million is allocated for the contract with Chrysalis, and the remaining $0.31 million covers salaries and fringe benefits for the Mayor's Office of Community Safety, which manages the program.
