The Los Angeles City Council's Rules, Elections and Intergovernmental Relations Committee recommended supporting Senate Bill (SB) 21 (Durazo), also known as the Protecting People, Saving Single Room Homes Act. This bill would amend the Housing Crisis Act of 2019 to permit up to a 25% reduction in Single Room Occupancy (SRO) units during redevelopment if converted to deed-restricted affordable housing, with any further reductions requiring one-for-one offsite replacements. The legislation aims to address operational and financial challenges faced by SRO buildings, which are a critical affordable housing resource for low-income, elderly, and disabled individuals. It also mandates tenant protections such as right of first refusal, rent caps, and relocation plans, and revises California Department of Housing and Community Development (HCD) program eligibility to support tenant relocation. The proposed changes would allow nonprofit owners to convert aging SRO units into larger, more livable units with private amenities, while preserving their affordability and ensuring tenant access to permanent supportive housing during redevelopment.
