The City Council approved the Los Angeles Housing Department's (LAHD) recommendation to remove the property at 3028 East 1st Street from the Rent Escrow Account Program (REAP). The property, Case No. 24583, was cited for multiple violations including exiting, sanitation, weatherproofing, maintenance, and heating/ventilation, leading to its placement in REAP on March 8, 2007. The LAHD Code Enforcement Division independently evaluated and cleared all cited code violations. The property owner, JLE Broker Inc, has also satisfied all outstanding electric service and/or water charges with the Los Angeles Department of Water and Power. The decision terminates rent reductions, closes the REAP escrow account, and releases escrow funds to the owner after administrative fees and penalties are covered. The LAHD will conduct an expedited systematic inspection and impose associated fees, requiring the owner to prepay for two annual inspections beyond the initial SCEP fee.
