The Los Angeles City Council approved the recommendation from the Los Angeles Housing Department (LAHD) to remove the property at 2121 S Portland Street (Case No. 759924) from the Rent Escrow Account Program (REAP). The property, owned by BYUNG CHOI AND JUNG HYUNG CHOI, consists of two units and was enrolled in REAP on November 16, 2022, following 33 initial code violations cited by the Code Enforcement Division. These violations encompassed various issues, including fire warning devices, sanitation, weatherproofing, maintenance, electrical, plumbing/gas, heating/ventilation, and illegal construction. The LAHD confirmed that all cited violations have been corrected, and the property owner has satisfied all outstanding electric and water charges with the Los Angeles Department of Water and Power (LADWP). As a result of the approval, rent reductions for the property will be terminated and restored to their original level 30 days after tenant notification. The REAP escrow account will be closed, and remaining funds will be returned to the landlord. Furthermore, the LAHD is authorized to file a certificate with the Los Angeles County Recorder's Office to terminate the REAP recording. The owner is also required to prepay for two additional annual inspections beyond the initial Systematic Code Enforcement Program (SCEP) fee.
