The Los Angeles City Council approved the recommendation from the Los Angeles Housing Department (LAHD) to remove the property at 552 West Cypress Avenue from the Rent Escrow Account Program (REAP). The property, consisting of two residential units, was placed into REAP due to 18 initial violations, including issues with fire warning devices, weatherproofing, maintenance, plumbing/gas, and illegal construction. The LAHD's Code Enforcement Division confirmed that all cited code violations have been corrected by the owner, HA QUAN. As a result, rent reductions will be terminated, the REAP escrow account will be closed, and funds will be released to cover administrative fees, outstanding penalties, and then returned to the landlord. The property will undergo an expedited systematic inspection by LAHD, and the owner will prepay for two additional annual inspections beyond the initial SCEP fee.
