Currently, there is a gap of 1,913 beds that need to be funded and opened. The report requests a cost-benefit analysis of permanent housing interventions like Master Leasing and scattered site subsidy programs, bed plan options by typology and timeline, strategies to fund and bring online the 1,913 beds, and methods to equitably match and lease up individuals across all council districts.
