The Los Angeles City Council referred the Energy and Environment Committee Report concerning the establishment of a pilot program for underground mechanized waste and recyclable material collection to the Budget and Finance Committee for further consideration. The proposed program, utilizing NORD Engineering technology, has an estimated total cost of $6.7 million, with contributions from CalRecycle ($1 million), the City ($3.8 million), and NORD ($1.9 million funding match). The Bureau of Sanitation (BOS) is directed to negotiate and execute a 3-year contract with NORD for aboveground and underground waste collection systems and electric trucks. The BOS is also tasked with reporting annually on the program's progress and addressing key concerns such as state-mandated waste collection benchmarks, demobilization costs, long-term cost savings, and options for smaller-scope pilots. Additionally, BOS is to identify six more unit locations for Olympic use and pursue extension of the CalRecycle grant if funding sources are not secured.
