The Los Angeles City Council approved the recommendation from the Los Angeles Housing Department (LAHD) to remove the property at 454 South Kelton Avenue from the Rent Escrow Account Program (REAP). This decision terminates the rent reductions and the escrow account for the 8-unit property, allowing rents to be restored 30 days after tenant notification. The property owner, CLS Vernon LLC and Group ILL Investment, had corrected all 23 cited violations, which included issues with fire warning devices, weatherproofing, maintenance, electrical, and heating/ventilation. The LAHD's Code Enforcement Division confirmed the corrections, and outstanding utility charges have been paid. The Council also authorized the Controller to expend funds from the Code Enforcement Trust Fund #41M to reduce liability from the REAP Escrow Account #2220. Additionally, LAHD will conduct an expedited systematic inspection and impose associated fees, with the owner prepaying for two annual inspections.
