The City Council of Jacksonville approved an Economic Development Agreement with PAN, an international meat processing company, to establish a new meat processing facility in Northwest Jacksonville. The project involves renovating an existing 50,000 square foot concrete block manufacturing building, with an estimated project cost of $28 million. The agreement includes a six-year Recapture Enhanced Value (REV) grant not to exceed $800,000. PAN has committed to creating up to 100 new jobs with an average salary of $59,211 plus benefits. The project site is located within a designated Brownfields Redevelopment Area and a Level 1 Distressed Area, aligning with the City's goal to increase private capital investment and create jobs in economically distressed areas. Construction is scheduled to begin on December 31, 2025.
