The Housing and Community Development Department (HCD) recommends Council approval of an Ordinance authorizing a Subrecipient Agreement between the City of Houston and Healthcare for the Homeless - Houston. This agreement would provide up to $700,000.00 in HOME Investment Partnerships Program – American Rescue Plan (HOME-ARP) and Community Development Block Grant (CDBG) funding. The program aims to provide Street Medicine services, including primary and urgent medical care, substance use treatment, mental health support, HIV and STI testing, to approximately 200 individuals experiencing homelessness annually. The program is in partnership with The Way Home, Houston's homeless response system, and utilizes the Coordinated Entry (CE) system for housing assessments. The initial agreement period is from September 1, 2025, to August 31, 2026, with an option to renew at the City's discretion. This item was reviewed by the Quality of Life Committee on July 28, 2025. The meeting date for the City Council vote is scheduled for August 12, 2025, which is in the future relative to today's date, July 15, 2025.
