The Houston City Council is considering approving a Subrecipient Agreement with The Montrose Center to provide $1,791,846.00 in Housing Opportunities for Persons with AIDS (HOPWA) funds. This project aims to offer Tenant-Based Rental Assistance (TBRA) for 78 households, Short-Term Rent, Mortgage, and Utility Assistance (STRMU) for 110 households, Permanent Housing Placement Services (PHPS) for 11 households, and supportive services to a minimum of 199 low-income households living with HIV/AIDS. Supportive services include case management, mental health counseling, and substance abuse counseling to promote housing stability and independent living. The agreement, if approved, would provide funding through August 31, 2026.
