The City of Houston City Council approved the acceptance of a grant agreement with the Texas Water Development Board (TWDB) for the reimbursement of up to $1,837,487.29. These funds are part of the Federal Emergency Management Agency’s (FEMA) Flood Mitigation Assistance (FMA) Program and will be used to elevate seven flood-prone structures. The grant program aims to mitigate flooded properties covered by flood insurance policies through the National Flood Insurance Program (NFIP). The eligible activities include design, permitting, construction, and project management for these pre-selected properties. The City will be fully reimbursed for all eligible costs per property, as well as for administering the grant and project management. The contract effective date is February 15, 2024, with a projected completion date of September 14, 2026. Homeowners participate voluntarily and enter into separate agreements with contractors, with the City facilitating payment for grant-eligible expenses and managing escrow for non-eligible costs.
