The city will amend a loan with The Empowerment Program, Inc., adding $294,000 from the Homelessness Resolution Fund for a new total of $3,444,000. The financing is for the demolition of an existing building and the new construction of the Chrysalis Apartments, a 7-story multi-family residential structure. The project will create 70 income-restricted Permanent Supportive Housing (PSH) units for households at 30% AMI. The unit mix includes 30 studios, 35 one-bedroom units, and 5 two-bedroom units. All units will be subsidized with Colorado Division of Housing (CDOH) Project Based Vouchers. The development is designed with trauma-informed principles, is fully accessible, and will include a community room, kitchen, and an outdoor garden/meditation space. The loan term is 60 years.
