The City Council approved the Rock Drill Urban Redevelopment Plan, authorizing the creation of an Urban Redevelopment Area and associated property and sales tax increment areas. This plan facilitates the redevelopment of an approximately 8.4-acre blighted site. The area was found to be blighted due to factors such as slum, deteriorated structures, unsafe buildings, environmental contamination, and underutilization of sites. The plan conforms to the Denver Comprehensive Plan 2040 and aims to promote proper growth and development within the community. Agreements with Denver Public Schools, RiNo Business Improvement District, and Urban Drainage and Flood Control District are in place.
