The ordinance repeals minimum vehicle parking requirements across all zone districts retaining their former Chapter 59 designations. It removes any requirement to provide a minimum amount of off-street parking citywide under the former chapter. This text amendment adds paragraphs (c)(31)–(c)(35) to section 59-2 of the Denver Revised Municipal Code, specifying that no minimum parking is required, that historic parking minimums will only be used for density, floor area, and bonus calculations, and that enforcement of prior parking mandates in approved plans, Planned Building Groups, and PUDs is prohibited. The amendment was sponsored by City Council members Parady, Alvidrez, Watson, and Hinds in partnership with Community Planning and Development, DOTI, and the Office of Climate Action, Sustainability and Resiliency. A public comment period yielded 299 comments, with 78% in support, 2% seeking clarification, and 20% in opposition. The City Council found the amendment consistent with Comprehensive Plan 2040 and necessary to promote public health, safety, and welfare.
