The Council approved a contract (DOTI-202578580-00) between the City and County of Denver and BNSF Railway Company on April 21, 2025 for $988,757.00 and NTP + 24 months to allow construction access and establish a permanent construction easement within BNSF’s right-of-way at W. Jewell Avenue and S. Santa Fe Drive for the Jewell Avenue Pedestrian Bridge in Council District 7. The agreement provides for a $2,500 administrative fee, a $206,785 temporary construction license fee, and a $482,472 easement fee, with construction timed to notice to proceed plus 24 months. BNSF will furnish all required railroad work—preliminary engineering, street railroad work, flagging, inspection, and material procurement—on an actual cost basis, while the City will construct the bridge structure, approaches, railing, fencing, and associated utility relocations. Agency obligations include submittal of plans for BNSF approval, securing permits, ongoing safety coordination, and maintenance of pedestrian fencing and clearances. The project engineer is Jeff Kay (DOTI) and the design was prepared by Wilson & Company.
