The City Council approved an amendment to its existing HOST contract with The St. Francis Center, adding $3,100,000 for a new total of $6,200,000 and extending the term by 12 months to December 31, 2025. Under this agreement, SFC will continue to operate and manage a 138-unit non-congregate shelter at 4685 Quebec St in Council District 8, serving approximately 330 unique households annually. Services are provided 24/7 under a Housing First model in compliance with HOST’s 2025 Shelter Standards, including guest services staffing, orientation and intake, case management, and linkage to resources for mental, physical, and behavioral health supports. SFC will also provide three meals daily, oversight of site utilities and security, and supportive programming to facilitate exits into permanent housing. All rooms are single-occupancy unless residents self-elect to share, and staff receive CPI and CPR training. The amendment ensures continuity of low-barrier shelter capacity citywide and improves the city’s ability to address unsheltered homelessness.
