City Council approved a $1,000,000 grant agreement with Great Outdoors Colorado (GOCO) to fund Phase 1 renovations of Skyline Park Block 2, anchored by the D&F Tower between 16th and 17th Streets. The grant focuses on upgrades to the Colorado Garden and Halprin fountain infrastructure. Skyline Park is a three-block urban park in Denver’s Central Business District that currently lacks quality greenspace. Block 2’s renovation includes enhancements to the winter ice-skating rink, new summer water features, and sustainable green infrastructure. The design firm RIOS will prepare construction documents, coordinate utilities, and oversee site grading, hardscape, landscaping, and green stormwater systems. Construction is scheduled to be completed by June 30, 2027, and the City will operate and maintain the improvements for a minimum 15-year useful life. GOCO’s oversight includes budget controls, audit rights, and signage requirements acknowledging the Colorado Lottery.
